THIS WEEK, MAY 13 Alabama State Treasurer Kay Ivey has been applauded for keeping the public informed how their tax money is spent, as well as her promotion of economies in their behalf. As speaker for the May 13 meeting of the Rotary Club of Tuscaloosa, she can be expected to underscore those efforts. In her 2006 re-election campaign, Ivey promoted tax savings for citizens through the state’s pre-paid college tuition plans, and she followed up by urging legislative action to provide income tax deductions for those savings. She has insisted that community grants from the Education Trust Fund must be used “strictly for public education,” not for museums, festivals, and other such peripherals.
LAST WEEK, MAY 6 It makes a difference whether a criminal is convicted in state courts or federal. Prisoners in state jails and prisons are routinely paroled after serving only a fraction of the sentence, but if convicted on federal charges “they do most or all of the time.” That distinction was made by Police Chief Ken Swindle, speaker for the May 6 meeting of the Rotary Club of Tuscaloosa. “Career criminals need to be locked up,” he said, “but I do believe in rehabilitation.” Early release from state prisons, he said, is justified on the basis of the cost of incarceration. But the chief pointed out that in Tuscaloosa alone, citizens lose almost a million dollars a year as a direct or indirect result of crimes of burglary, theft, and fraud.
